HELP!!! Employer is making me pay back taxes to him for the last 3 months!!!?

I started this job last summer at a new restaurant and my employer was paying me cash and said that when we get everything setup with accounting we will be getting pay stubs and checks. That never happened until now almost a year later and he comes to me with a bill of $1,500 and tells me that i have to pay him this because this is what he has payed into my taxes with the accountant? This just seems wrong to me.. also I am a server and hes making me pay 23% of what he put on the books but tips are only taxed 10-15% i think (ny) Please Help! Thank You!!
